The Mediterranean Sea has always represented a unique melting pot of cultures and peoples, holding strategic position: since the mid-1990s it been preferred route for migrants to reach European continent. Adverse weather conditions overcrowded illegal routes, as well difficult management emergency by EU, make one most dangerous with reports migrant accidents being an everyday occurrence. Since 2014, approximately 29.000 have gone missing or died in Mediterranean, highest number fatalities recorded 2016 central (UNHCR, 2022). complexity situation indicates how cannot be solved solely countries affected phenomenon: indeed, cooperation coordination states, NGOs, other maritime agencies are nec­essary. This article examines Libya's complex landscape, marked by a persistently weak state apparatus since the Gaddafi era, which continues to raise significant concerns. Following 2011 revolution, Libya has remained battleground of conflict and war. study investigates factors influencing transition, with particular focus on role civil society in governance political economic reforms. The research draws two qualitative studies that complement researcher's expertise Libyan context. first involved on-site meetings discussions, while second included 32 interviews conducted late 2023 early 2024. Participants, comprising politicians, economists, academics, leaders, provided diverse perspectives. Key findings highlight lack strong institutions rule law, challenges reforms amid ongoing conflict, scepticism towards society, makes its more difficult. offers theoretical perspectives invaluable information foster facilitate engagement transition. Additionally, it provides recommendations for creating an enabling environment transition countries facing similar conditions, such as those during Arab Spring.

While refugees from sub-Saharan Africa encounter many difficulties after they flee their home countries, the time that spend in Libya has become increasingly dangerous. Based on ethnographic research conducted 2015, 2016, and 2018 at six refugee centers Siracusa, Sicily, I examine unaccompanied minor refugees’ experiences with violence crossing Libyan border. Refugees are often arrested by militias falsely imprisoned. Furthermore, subjected to modern slavery when local farmers pay “bail” leave detention Libya.
