Municipal climate policies tie in closely with sustainable urban development. Land use has far-ranging impacts on carbon emissions from mobility, housing, and consumption; as well resilience, sinks, biodiversity. While compact city is well-established the dominant strategy for climate-wise planning, a parallel approach focused greening its advantages gaining prominence. However, there little empirical evidence how municipal address relationship between these often conflicting strategies. This study examines compacting are motivated negotiated relation to six largest cities Finland. Based qualitative content analysis of action plans (CAP), we show that primacy not questioned, however, importance increasingly underlined. We demonstrate framed by three main discourses: 1) while protecting green, 2) built-up structure adaptation purposes, 3) multifunctional compacting. Urban green infrastructure (GI) is proposed for providing residents with welfare. However, there little research on how to quantitatively and systematically assess the construction level of (CLGI), especially its relationship urban function development. This paper provides empirical evidence by a case study built-up areas 110 cities in Yangtze River Economic Zone (YREZ) investigate characteristics affect CLGI. First, CLGI varies significantly between cities. GI waterfront most dominant advantageous type, while allocation disadvantageous type. Second, generally are slightly unbalanced or barely coordinated state development (UDL). Subsystems UDL greatly influence each other, which economic urbanization plays an almost decisive role Third, highest cultural scientific services as major accessibility aspects, lowest mining function. Finally, this presents judgement model priority goals some practical implications, expected facilitate evidence-based policymaking planning characteristics.

Integrated urban infrastructures provide multiple benefits to people and society.
