This
article
builds
on
the
recent
policy
diffusion
literature
and
attempts
to
overcome
one
of
its
major
problems,
namely
lack
a
coherent
theoretical
framework.
The

Starting

the
findings
of
an
earlier
compliance
study
covering
15
‘old’
Member
States
European
Union,
which
identified
three
‘worlds
compliance’,
this
article
seeks
to
establish
whether

not
new
Central
and
Eastern
Europe
(CEE)
represent
a
separate
world
compliance.
We
present
empirical
research
project
on
implementation
EU
