The field of policy learning is characterised by concept stretching and a lack systematic findings. To systematise them, we combine the classic Sartorian approach to classification with more recent insights on explanatory typologies, distinguishing between genus different species within it. By drawing technique typologies introduce basic model learning, identify four major genera in literature. We then generate variation each cell using rigorous concepts drawn from adult education research. looking at through lenses knowledge utilisation, show that can be expanded reveal sixteen species. This article builds on the recent policy diffusion literature and attempts to overcome one of its major problems, namely lack a coherent theoretical framework. The defines as process where choices are interdependent, identifies several mechanisms that specify link between various actors. As these grounded in different theories, accounts currently have little internal coherence. In this we put forward an expected-utility model change is able subsume all mechanisms. We argue expected utility depends both effectiveness payoffs it yields, show operate by altering two parameters. Each mechanism affects parameters, does so distinct ways. To account for aggregate patterns diffusion, embed our simple threshold diffusion. Given high complexity results, strong analytical conclusions cannot be drawn without more extensive analysis which beyond scope article. However, preliminary considerations indicate wide range processes may exist convergence only possible outcome.

The paper aims to show that, first, innovation policies deployed in Central and Eastern European (CEE) countries since 1990s have been a double-edged sword: on the one hand enabling fast furious industrial restructuring while, other hand, locking CEE economies into economic activities with low value added/productivity growth thus undermining future sustainable growth. However, impact of accession Union (EU) has equally pivotal for policy making 2000s this process can be summed up as strong Europeanization CEE. proceeds show, second, that also largely sword countries. Since joining EU 2004 or 2007, already during process, there is change many towards much more active role state. In clear EUys structural funding, particularly negotiations planning comes it. these changes come specific problems: an over-emphasis emerging linear understanding (from lab market) based assumption growing demand from industry RD and, increasing usage independent implementation agencies weak administrative capacity environment lacking skills networking long-term planning.
