Gender-based digital transnational repression and the authoritarian targeting of women in the diaspora

Authoritarian
governments
rely
on
digital
transnational
repression
to
silence
criticism
and
dissent
outside
their
territories.
Women
human
rights
defenders
journalists
in
exile
the
diaspora
face
particular,
gendered
forms
of
threats
that
exploit
gender
identity
intimidate,
shame
discredit
them.
Based
51
qualitative
interviews
with
women
originating
from
six
countries
(Azerbaijan,
Eritrea,
Iran,
Russia,
Turkey,
Xinjiang/China)
residing
17
host
countries,
this
article
investigates
some
key
tactics
gender-based
repression.
We
argue
monitoring,
invasive
surveillance,
online
harassment
defamation
aim
either
subject
exiled
activists
control
repressive
state
again
or
stigmatize
distance
them
communities.
By
turning
misogyny
into
a
tool
political
repression,
authoritarian
regimes
are
able
amplify
attacks
against
activists,
expanding
actor
configurations
involved
strategies.
Our
findings
highlight
how
extends
domination

"offline"

China
and
Turkey
are
among
the
world's
top
emigrant
sending
countries.
How
why
have
they
invested
in
their
diaspora
youth,
particularly
over
last
two
decades?
The
significance
of
young
diasporans
for
international
affairs
remains
understudied.
Building
on
concept
'diaspora
youth
diplomacy',
we
provide
a
rare
comparative
study
investigating
diplomacy
show
that
similarly
engage
through
homeland
tours,
linguistic
educational
programmes,
empowerment
strategies.
These
initiatives
seek
to
maintain
Chinese
Turkish
presence
abroad
by
forging
loyal
support,
which
is
crucial
regime
survival
these
countries'
global
reputation
as
strong
powers.
Yet
host
countries
also
interpreted
endeavours
security
threat.
Our
findings
draw
from
official
documents,
speeches,
polls,
news
sources
Chinese,
Turkish,
English
better
understanding
foreign
context
state
sovereignty,
security,
authoritarianism.

Abstract
Why
do
some
states
assist
other
countries
to
reach
across
national
borders
and
repress
their
diaspora,
while
others
not?
Transnational
repression
involves
host
(including
democracies)
working
closely
with
origin
(typically
autocracies)
transfer
citizens
living
abroad
into
custody
silence
dissent.
We
expect
international
cooperation
on
transnational
rely
a
country’s
domestic
rule
of
law
(opportunity
repress)
economic
ties
the
country
(leverage
cooperate).
To
measure
repression,
we
present
new
data
containing
608
direct
physical
cases
from
2014
2020
involving
160
unique
dyads
(79
31
countries).
test
our
hypotheses
using
dataset
33,615
directed
dyad-years
that
accounts
for
refugee
flows
between
pairs
find
empirical
support
theoretical
argument.
Autocracies
are
better
able
elicit
human
rights
violations
have
shared
interests
weak
law.
Our
findings
provide
one
first
quantitative
foreign
complicity
in
extraterritorial
policy
implications
civil
society
activists
seek
prevent
governments
committing
future
abuses
against
nationals
abroad.
