In
the
digital
era,
technology
enables
political,
economic
and
social
fields.
However,
while
divide
is
pervasive
due
to
influence
of
population,
geography,
economy
other
factors,
blindly
pushing
change
often
leads
further
expansion
risks
inequality.
This
paper
constructed
a
three-dimensional
analytical
framework
gap-bridging
policies
from
perspective
policy
objectives,
tools
effectiveness.
Based
on
this
framework,
used
content
analysis
method
conduct
quantitative
81

in
China
selected
PMC
index
model
for
evaluation.
The
result
shows
that
goal
bridging
mainly
focuses

access
gap
gap,
inadequate
attention

more

algorithmic
bias

TikTok's
health-related
video
recommendation
toward
geographically
diverse
groups
