The rise to power of right-wing political formations in numerous countries opens new questions on how they relate the climate emergency. Now that outright denial has become a residual position, intersection change, migration, and security might prove litmus test right wing 'digests' change. And indeed, while humanitarian narratives portray 'climate refugees' as victims deserving protection, spectre exodus' been mobilised also justify border militarisation reinforce racial lines. Elected politicians and civil servants are key in developing climate policy. The articles this special issue investigate factors that induce politico-administrative actors to adopt policies dismantle anti-climate advance decarbonisation. The climate challenges posed by the European Union are particularly difficult for emerging and developing economies. This causes reluctance to undertake them even denial of their validity. For this reason, article seeks answer question whether it is possible carry out an effective transformation energy resources in economies Visegrad Group. Analyses area conducted a long-term, 58-year research perspective (1965–2022) concern Czech Republic, Hungary, Poland, Slovakia. effectiveness examined assessed two dimensions as follows: (1) resource (2) emission, which then synthesized using multi-criteria analysis. shows that aimed at zero-emission economy economies, although undoubtedly requires time consistency implementation once-chosen policy.
