The business environment is ever-changing, and even companies with dominant market share needs to keep up these changes. Not all change initiatives prove be successful. Numerous obstacles have been highlighted in literature such as a lack of communication poor support from management. This study, therefore, set out identify the different factors that affect successful implementation management City Tshwane Metropolitan Municipality. study followed quantitative method, primary data was collected by means an online questionnaire through SurveyMonkey. analysed via SPSS software presented graphs tables for easy interpretation. results knowledge gained this will add existing body discipline. It might also assist municipalities effectively quantify their ability manage constructive at workplace. Purpose Just-in-Time (JIT) arrival in the context of port calls can be used to reduce fuel and emissions achieve environmental targets. The purpose this paper is study implementation process Pre-booking Berth Allocation Policy (PBP) analyze effectiveness policy for JIT calls. Design/methodology/approach deploys a single case approach empirically authority’s transition from first-come-first-served (FCFS) PBP. Observations, interviews documents were collect data during 2020–2022. analysis deployed capability, opportunity, motivation behavior model. Findings FCFS PBP requires an inter-organizational approach, engaging external actors manage diverse needs preferences. This fosters effective addresses conflicting interests. enables arrival, enhancing operational performance, but faces barriers such as resource dependency lack trust. Information sharing capability among actors, supported by Port Community Systems adjusted operating rules, crucial. Moreover, facilitates integration between sea hinterland transportation, improving planning efficiency across maritime transportation chains. Research limitations/implications limits generalizability findings. Practical implications Implementing complex demands careful managers. The paper aims to investigate the relationship between performing changes and business performance represented by return on equity (ROE) indicator, point out importance of their management in Slovak enterprises.
