This article introduces novel three‐level game framework to examine how foreign policy strategies leverage cross‐border mobility across domestic, bilateral and supranational dimensions. Abstract Which conditions affect whether a state will choose to repatriate forcibly displaced populations residing within its borders? One of the most pressing issues related protracted Syrian refugee situation concerns future over 5 million Syrians who sought shelter in neighboring states. With host countries pursuing disparate strategies on Syrians’ return, existing literature has yet provide framework that is able account for variation states’ policies toward repatriation. Morocco, once primarily known as a country of emigration and transit to Europe, has become destination for migrants, the majority whom are from sub-Saharan Africa. Using an original nationally representative survey 2,700 respondents, together with data two census waves one migrant regularization wave, authors examine Moroccan citizens’ labor market threat perceptions this new group. Consistent findings studies conducted in developed countries, less educated, poorer respondents express higher perceptions.
