Innovation activity in child and family services has accelerated over the past 2 decades, particularly England, where substantial government investment pilots, diffusion activities evaluations created an emerging body of literature on effective approaches characteristics efficient practice systems. However, interplay enabling or impeding factors processes at a local national level tends towards descriptive, while theorisation underlying dynamics remains limited. This paper presents findings framework analysis produced through integrating thematic insights from narrative review academic grey with those drawn interviews 21 expert informants engaged social care innovation within UK policy, leadership researcher roles. Analysis enabled five clusters ‘conditional parameters’ to emerge, covering: mobilisers; system capabilities; design implementation features; organisational culture, climate processes; macro context. Three four conditional parameters are identified per category, each outlining that could either facilitate create barriers needed be overcome.
