In the context of regional energy transitions entrenched positions between involved actors are empirically observable but we lack a regionally specific theoretical foundation to grasp and explain them. The study suggests concept 'Regional Transition Fields' (RTF) which encompass all actors, activities organisations in region that share concern for transition. This approach allows consideration both those promote an transition towards more sustainable sources oppose it as part same field. argues that, despite apparent agreement on issue at stake, conflicts tensions arise within field concerning rules, regulations, common reference frames against behaviours judged. framework posits processes adaptation delimitation continually re-shape structure is applied qualitative in-depth case Northern Hesse Germany. Mission-oriented innovation policies (MOIP) do not operate in a vacuum.How missions align with actors, infrastructures and discourses regional contexts is an ongoing discussion.In this paper, we draw on the case of dialogues that aspired to facilitate exchange learning for Germany's High-Tech Strategy (HTS).We examine interactional process 'regioning' MOIP draws diverse publics concerns, ultimately aiming create institutional arenas where actors from different levels scales come together make sense missions.More than being explicit objects policy, regions understood through regioning are implicit practice policy.By moving between federal arenas, involved shape political space articulating directionality policy.
