Abstract Through learning, policy actors can maintain, reinforce, or revise their beliefs and positions about the design outcomes of policies. This paper critically analyzes factors influencing learning by comparing processes two EU laws recent “Fit for 55” climate package: (i) revised provisions on increasing energy efficiency in companies included recast Energy Efficiency Directive (ii) new FuelEU Maritime regulation provided decarbonizing maritime shipping. Learning across coalitions with competing was encountered first case but not other despite similar institutional settings. Public policy generally emerges from interactions among actors embedded within complex governance systems, composed of multiple and forums (issue‐based arenas where stakeholders repeatedly interact to resolve collective action problems). Such systems allow wherein they can influence decisions. But do not value the decisions made in each forum equally, it remains unclear how allocate resources across forums. As a mature paradigm of network analysis, social analysis (SNA) is suitable for exploring complicated and interactive relationships in policy research great significance to the innovation development public research. In this paper, 45 typical articles published high-ranking journals field administration were analysed using co-word qualitative analysis. The application SNA studies, including methods, analytic tools, basic concepts systematically reviewed. UCINET software was used visualize knowledge topics. main topics classified into five categories: agenda setting, network, advocacy coalition, learning diffusion, implementation. Business model innovation (BMI) is a well-established approach to adapt structures, activities, and services dynamic environments. Increasing digitization changing stakeholder demands put pressure on public organizations adjust their business models (BMs). However, BMI research fragmented lacks conceptual sophistication. Drawing an analysis of studies supplementary management literature, our study develops integrative framework representing the underlying value-oriented BM structure that can be innovated through democratically driven processes.
