We analyzed dog care practices among 1,006 owners in urban and rural areas Uganda to identify the root causes of roaming. The were mostly male, aged 20–39 years, low-income earners. Each household had an average 2.36 dogs (SD 3.35), 2.35 2.18) areas. determined that 16.1% 29.4% roamed during day, with numbers rising 26.0% 65.2% at night (p < 0.001), due being released for security purposes. Key drivers roaming included inadequate confinement, particularly lack a secure enclosure around homes, underfeeding abandonment. These issues linked poverty, low education poor attitudes. Our findings provide foundation developing tailored strategies control free-roaming (FRD) Uganda. Short-term solutions include implementing fines who allow their roam, subsidized sterilization, public programs. Long-term should involve policies on ownership, registration, breeding, research develop evidence-based measures FRD.
