Big data policy and urban tourism development: a catalyst or a hindrance?

The advent of the digital era has prompted leading nations to devise strategic plans, seeking an edge in escalating international rivalry. China's Big Data policy garnered significant attention as exemplar transitional economies. This research uses urban panel data from China examine impact on tourism development. results indicate that its initial stages implementation, appears stifle can primarily be attributed biased interventions policy, which incited competition and resource predation ICT sector upon tourism-related industries, engendering a crowding-out effect. However, this inhibitory influence is attenuated cities with stronger economic foundation, higher innovation capabilities, more advanced service sectors. Our analysis offers pivotal insights references for regions fervently pursuing transformation via interventions.
