This paper introduces an innovative response to the pressing challenge of rapid and effective incident detection management in urban settings. The proposed solution is a decentralized reporting system (IRS) harnessing blockchain technology data storage systems. By empowering residents report incidents, IRS enables seamless real-time monitoring intervention by relevant departments. Built on foundation, ensures immutability, transparency, security, auditability, enhancing resilience comprehensive applicability. leverages InterPlanetary File System (IPFS) for proofs manage size effectively. Through IRS, transparency upheld, enabling complete auditability details required interventions citizens, societal bodies, governmental bodies. Moreover, incentive model introduced encourage active participation reporting, thereby system’s overall effectiveness long-term sustainability. integrates mobile facilitate user engagement submission, essential emergency management. Empirical validation using Quorum–Raft demonstrates feasibility approach terms throughput, delay, size, deployment cost. Specifically, maintains latency under 15 s even at high transaction rates, can handle up 200 incidents per second, cost-effective, with estimates 16 organizations over five years being 1.99 million USD. method involves extensive testing simulated interactions ensure robustness scalability, showcasing potential environments.
