This paper investigates the interwoven history of hydrological studies and water infrastructure development on Mekong floodplains. On basis an extensive literature review, archival work, key informant interviews, we unravel making expert-led understanding floodplains – from detailed reports written by colonial engineers during French protectorate in late 19th century to first computational models, developed 1960s punch-cards Fortran. We investigate the legacies of herbicide warfare on population size and growth in Vietnam, 2001–2020. The identification strategy exploits flight-level military records plausibly exogenous hamlet-level variation exposure around spray-on, direction-change, spray-off points fixed-wing aircraft missions, combined with a fuzzy regression kink design. elasticity estimate suggests that 5% increase Vietnam War is associated decrease 0.8–0.99% 2001 1.24–1.43% 2020. also find negative associations between overall annual rates,
