Abstract
Professional
cluster
construction

This
exploratory
paper
contributes
to
the
literature
on
European
Union
(EU)
soft
governance
by
discussing
recent
EU
policy
initiative
"Erasmus+
Teacher
Academies"
as
a
case
of
experimentalist
governance.
Asking
what
makes
this
governance,
demonstrates
how
it
constitutes
an
experiment
in
terms
well
development
teaching
and
learning.
In
particular,
we
identify
discuss
properties
regarding
four
key
tenets
governance:
i)
setting
common
framework
goals
related
Education
Area;
ii)
delegation
responsibility
networks,
comprising
initial
teacher
education
professional
providers,
schools,
government
units,
other
types
organisations,
finding
ways
meet
goals;
iii)
regular
reporting
peer
review,
orchestrated
Commission;
iv)
periodical
re-evaluation
goals,
measures
methods
widening
array
stakeholders.
Considering
conditions
for
governing
training
context,
perspectives
learning

Academies,
"shadow
hierarchy"
potentially
giving
direction
initiative,

Purpose
of
the
study:
The
purpose
this
study
is
to
explore
how
collaborative
professional
development
programs
can
enhance
Pedagogical
Content
Knowledge
(PCK)
mathematics
teachers,
particularly
in
integrating
pedagogy
with
content,
improving
teaching
strategies,
and
addressing
challenges
classroom.
Methodology:
This
uses
a
qualitative
research
design
case
approach.
Data
collection
tools
include
in-depth
interviews,
classroom
observations,
document
analysis.
participants
consist
20
middle
school
teachers.
analysis
conducted
using
thematic
analysis,
focus
on
identifying
patterns
themes
related
PCK.
Main
Findings:
found
that
significantly
improved
teachers'
ability
integrate
implement
innovative
develop
more
structured
lesson
plans.
Additionally,
75%
teachers
reported
increased
student
engagement,
while
60%
faced
time
resource
limitations.

to

principals,
