This study adopted a socio-technical approach to optimizing key factors for implementing the ETHICS (Effective Technical and Human Implementation of Computer-based Systems) framework in long-term care. Accurate record-keeping by nurse aides is essential, deploying suitable information technology solutions can greatly improve operational efficiency. To achieve comprehensive understanding system requirements needs, researchers combined Fuzzy Delphi method, FAHP (Fuzzy Analytic Hierarchy Process), TISM (Total Interpretive Structural Modeling), addressing both human technical dimensions. The findings highlighted that efficient allocation resources, consultative participative work environment, adequate time deliver high-quality care are crucial enhancing practices overall improvement will ultimately lead higher quality, cost savings, better resource utilization. Additionally, adapting changes technology, regulations, economic conditions, demographics, industry standards, organizational remains critical. By promoting balanced integration capabilities with factors, this supports effective design systems settings.
