ABSTRACT Cognitive biases are an integral part of human conduct. However, we know little about how such affect street‐level bureaucrats' decision‐making. Without understanding, might not have a complete picture bureaucrats make decisions. Abstract The implementation work of street‐level bureaucrats (SLBs) is becoming more complex due to concurrent imperatives. While previous research has focused on SLBs' discretion decisions and coping strategies, this study adds existing literature by suggesting that their perceptions “the job” are changing. Drawing in‐depth interviews with 87 US police officers, we found SLBs influenced the great emphasis public value, understanding job in terms assuming general responsibility for citizens, as representatives. They adopt various strategies respond citizens' needs, providing a vast range services deviate from traditional job.
