Local
governments
tend

disjointed

responses
ambiguous
problems.
This
study
adapts
a
cognitive
science
framework
known
as
active
inference
investigate
local
government
resilience
management
processes.
We
contend
that
disconnects
between
reflect

“knowledge
infrastructure”
systems

could
enable
more
adaptive

mixed-methods

evidence
municipalities

ABSTRACT
Amidst
21st‐century
climate‐related
threats,
municipal
elected
officials
(EOs)
may
outsource
public
services
to
third
parties
avoid
the
political
costs
of
adopting
“unpopular”
sustainability
policies—a
strategy
known
as
decoupling.
However,
decoupling
raises
accountability
concerns
and
not
improve
sustainability,
leading
some
municipalities
“recouple”
services.
To
help
understand
impacts
these
decisions,
we
assess
how
scrutiny
toward
EOs
in
US
changes
after
varying
degrees
coupling
water
provision
sector
(i.e.,
much
service
delivery
shifts
away
from
or
oversight).
Analysis
local
media
coverage
shows
attention
decreases
higher
recoupling,
opinion
becomes
polarized
decouplings,
links
sustainability‐related
issues

results
highlight
reforming
