In this work, we proposed a numerical model based on the coupling of volume fluid–discrete element method and bond particle (BPM). Abstract Open offshore areas boast strong physical self‐purification capacity and abundant non‐fossil energy resources, such as wind, waves, solar energy. Consequently, the global community anticipates nearshore aquaculture to transition towards help increase production, alleviate eutrophication, reduce greenhouse gas emissions. To date, China has constructed over 40 sets of deeper‐offshore (DOA) infrastructures, encompassing various types pens, cages closed containment systems. Although DOA holds vast potential address food security sustainability in China, its current development trajectory struggles meet those goals primarily achieves profitability by focusing on high‐value species or products. For realize potential, innovative production systems must tackle three key contradictions: enterprise versus product affordability, clean energy‐based products carbon‐intensive products, automated operation re‐employment coastal fish farmers. Resolving these contradictions requires a large‐scale, anti‐typhoon enclosure that integrates mariculture with other industries, wind farming, processing, tourism. Abstract Many coastal nations have endorsed the Blue Economy as both an economic and environmental opportunity, despite numerous questions to how industrial expansion into deep ocean waters might be regulated for sustainability. Aquaculture is one industry actively promoting a move offshore, with offshore leases in development. Drawing on history of aquaculture nearshore, relying processual approach property, we explore around regulation privatized spaces: What can court cases involving nearshore tell us about role law sustainable spaces?
