A systems-based analysis of energy demand reduction policies success using fuzzy cognitive maps

Abstract
Energy
demand
reduction
(EDR)
policies
are
crucial
for
addressing
both
energy
security
and
climate
change.
However,
despite
their
strategic
importance,
they
often
face
significant
barriers,
including
institutional
resistance,
limited
funding,
short-term
political
priorities
that
tend
to
overlook
long-term
efficiency
gains.
This
study
utilizes
fuzzy
cognitive
maps
(FCMs)
model
the
factors
influencing
EDR
policy
effectiveness
across
European
countries.
To
capture
importance
interrelation
of
predefined
from
literature,
expert
knowledge
was
leveraged
through
interviews
with
agency
representatives.
Qualitative
assessments
were
then
transformed
into
numerical
values,
generating
weighted
causal
matrices.
Centrality
measures
subsequently
identified
key
within
an
aggregated
model.
Results
revealed
six
pivotal
factors:
continuous
financial
support,
favourable
regulatory
frameworks,
consumer
engagement,
ease
implementation,
mandates,
support
industry
stakeholders.
Scenario
analysis
explored
impact
three
interventions:
increased
market
actor
weakened
monitoring
frameworks
literacy
end-consumers.
The
results
interventions
indicated
isolated
had
on
overall
system
outcomes,
underscoring
its
complexity.
initiatives
mitigated
negative
behavioural
effects,
such
as
rebound
effects
misaligned
targeting,
while
diminished
coherence
redundancies.
These
findings
reinforce
need
stability,
clarity,
robust
end-user
engagement.
A
systems-based
approach,
accounting
interdependencies
dynamics,
is
effective
design,
insufficient.
