Abstract
Several
studies
have
noted
that
the
International
Seabed
Authority
(ISA)
scores
low
on
public
participation.
However,
none
studied
efforts
of
non-governmental
organizations
to
exert
influence
ISA’s
rulemaking
processes.
I
examine
how
environmental
NGOs
and
private
mining
contractors
attempt
sway
one
narrow,
but
existential,
part
draft
exploitation
regulations
between
2014
2019:
definition
“serious
harm”
marine
environment.
Although
appear
been
more
successful
in
influencing
definition,
interests
may
still
prevail.
Despite
NGOs,
term
remains
largely
undefined,
allowing
for
subjectivity
flexibility
interpretation.

challenge
is
exacerbated
when

with
current
institutional
weaknesses

ISA.

Efficient
acoustic
communication
across
the
water–air
interface
has
always
been
expected
in
field
of
ocean
exploration.

research

transmission

debated.
Here,
we
assess
the
environmental,
economic,
social
risks
DSM
by
comparing
scenarios
with
without
involvement.

scenario

on
land-based
circular
economy
solutions,

incorporates

strategies,
highlighting
dangers

dependence.
Through
literature
review

interviews,
our
study
identifies
key
risk
indicators
across
dimensions,
forming
a
comprehensive
assessment
framework.

Fishes
inhabiting

mesopelagic
zone

oceans
