ABSTRACT Skyglow from sources of artificial light at night poses a significant challenge to ground-based astronomical research and discovery. Although astronomers, conservationists, light-pollution researchers have measured skyglow for decades, their data on diffuse night-time fields are incomplete as they lacks information about the polarization state light. Here, we present first successful theoretical model that predicts degree angle linear scattered sky accounts complex, real-world distributions ground sources. The proceeds an analytical solution polarized radiative transfer equation is validated by field experiments. We discuss several use cases demonstrate its practical consequences, such ability more reliably determine which in area around observer contribute most given element.

Light pollution has become an increasingly knotty environmental management problem, but little been done to review and compare light controls across the world. To address this research gap, a comparative study undertaken. Among laws of most light-polluted regions, those pertaining Shanghai, New York, Hong Kong, Seoul, London Valletta were examined. We systematically evaluate impact legal systems, regulatory approaches control parameters on regulation. The findings reveal that civil law jurisdictions, such as Shanghai typically adopt dedicated legislation while common like York London, often rely bolt-on regulations broader laws. also finds jurisdictions employing metrics-based system offer more comprehensive preemptive solution challenges. However, certain exceptions are noted, balance between certainty flexibility is highlighted. nuanced relationship protection instruments discussed, potential for unintended consequences stringent regulation acknowledged. paper closes with call ongoing iterative reviews, emphasizing need incorporate scientific advancements stakeholder interests into updates.
