The main aim of this research is to present an innovative method known as fuzzy network data envelopment analysis (FNDEA) in order assess the performance decision-making units (DMUs) that possess a two-stage structure while taking into account uncertainty data. To attain goal, we utilize various methodologies including non-cooperative game (leader-follower) NDEA method, concept Z-number, credibility theory, and chance-constrained programming (CCP) develop model for approach. FNDEA approach offers several advantages, such linearity presented models, ability rank DMUs situations ambiguity, provision unique efficiency decomposition uncertain environment, capability handle Z-information. demonstrate applicability effectiveness proposed approach, implement Z-number (ZNDEA) assessing Iranian private insurance companies. results implementation reveal ZNDEA suitable effective measuring ranking companies where ambiguity present.

In the context of healthcare systems, performance evaluation hospitals plays a crucial role in assessing quality systems and facilitating informed decision-making processes. However, presence data uncertainty poses significant challenges to accurate measurement. This paper presents novel uncertain common-weights envelopment analysis (UCWDEA) approach for evaluating under environments. The proposed UCWDEA addresses limitations traditional (DEA) models by incorporating theory (UT) model inherent input output data. Also, utilizing common set weights (CSW) technique, method provides more robust reliable assessment hospital performance. main advantages can be succinctly summarized as follows. Firstly, it allows comparison all on consistent basis calculate realistic efficiency score, rather than an overly optimistic score. Secondly, DEA exhibits linearity, enhancing its applicability. Thirdly, possesses capability extend utility various other prevalent distributions. Moreover, enhances discriminatory power results, facilitates ranking uncertainty, aids identifying sensitivity stability levels towards uncertainty. Network Data Envelopment Analysis (NDEA) models assess the processes of underlying system at a certain moment and disregard dynamic effects in production process. Hence, distorted efficiency evaluation is gained that might give misleading information to decision-making units (DMUs). Malmquist–Luenberger Productivity Index (MPI) assesses changes over time, which are measured as product recovery frontier-shift terms, both coming from DEA framework. In this study, form MPI involving network structure for evaluating DMUs presence uncertainty undesirable outputs two periods time presented. To cope with uncertainty, we use stochastic p-robust approach weak disposability Kuosmanen (American Journal Agricultural Economics 87 (4):1077–1082, 2005) proposed take care outputs. The fractional stages overall linearized by applying Charnes Cooper transformation.
