Chinese city governments have collaborated increasingly to address regional environmental issues by participating in informal and formal collaborative networks. However, collaboration among cities involves risks. Abstract This paper demonstrates an automated workflow for extracting network data from policy documents. We use natural language processing tools, part‐of‐speech tagging, and syntactic dependency parsing, to represent relationships between real‐world entities based on how they are described in text. Using a corpus of regional groundwater management plans, we demonstrate unique graph motifs created through parsing document‐level syntax can be aggregated develop large‐scale graphs. approach complements extends existing methods public governance research by (1) expanding the feasible geographic temporal scope collection (2) allowing customized representations systems fit different applications, particularly creating graphs with many node edge types. conclude reflecting challenges, limitations, future directions automated, text‐based research.

Abstract Information exchange is critical to the functionality of governance networks. Traditionally, it has been argued that actors within networks tend engage in information with others who share similar beliefs and motivations, as these are deemed catalysts for achieving collective objectives. An alternative viewpoint posits may prioritize strategies aimed at minimizing transaction costs maximizing returns when selecting their partners. This paper proposes predominantly occurs partners easily accessible (i.e., where low) perceived influential benefits high). To investigate propositions, we examine three distinct opportunity structures utilize, which based on preferences (1) participatory (2) co‐participate institutional committees, (3) those influential. We empirically test using unique survey data gathered from 10 anti‐corruption multi‐stakeholder partnerships public infrastructure domain countries Latin America, Africa, Eurasia. Results Exponential Random Graph Models suggest shared motivations do not significantly impact our context, whereas influence a partner emerges predictor. In addition, co‐participation committees facilitates dissemination, particularly involve discussions deliberating about communicate findings public‐sector discrepancies formulating recommendations governments transparency accountability. Land governance requires coherence not only in terms of policies but also between its functions to achieve the desired goals. In this study, we focus on that direct influence land use (boundary setting and resource appropriation; project formulation financing; monitoring, evaluation, learning), which are expected form a feedback loop necessary for adaptive co-management.
