The 15-min city (FMC) is a people-oriented urban development strategy that aims to provide higher quality of life by manifesting the people’s right city. This study proposes an FMC index measures how close specific area achieving accessibility six social functions (living, working, supplying, caring, learning, and enjoying). In case Pasig City, function service areas were generated in terms walkability walking speeds per age group. Grid-based population-based FMCI calculated based on established weights points interest functions, as well barangay population distribution results show 90% barangays achieved 0.5 or higher. presents in-depth yet replicable approach using open-source data, considering facilities each necessity group, utilizing pedestrian impedance. Further, high cluster southern-central part developed offers compelling rationale for other HUCs assess planning strategies, such zoning strategies context weighted importance amenities, walkability, distribution.

Improving the equity of urban public green space is crucial for residents’ well-being and a key objective in planning. While most existing studies focus primarily on spatial distribution characteristics resources, fewer explore mechanisms influencing subjective perceptions preferences. This study, based survey 1419 residents Hunan Province, constructs structural equation model (SEM) to investigate impact unequal happiness, mediated by social–psychological factors such as environmental perception, sense security, neighborhood cohesion. Additionally, random forest (RF) algorithm employed identify main usage The results demonstrate that significantly influences happiness through perception (path coefficient γ = 0.744, p 0.001), security (γ 0.664, cohesion 0.830, 0.001). Key preferences use include age, housing prices, walkability, with walkability contributing 17.5%, 11.0%, age 10.2% frequency use. These findings are critical developing fairer more effective policies, creation sustainable, equitable, satisfying environment.
