This data article provides a comprehensive description of climate change mitigation and adaptation policies implemented by 21 Italian regions (NUTS2 level) as January 2024. It was developed part wider research work published the authors [2]. The dataset collects information on efforts are making to tackle crisis. In particular, it contains collection regional plans (RCPs) catalogue their contents analysed with regard objectives, planned actions monitoring evaluation indicators. Based on two case studies in Germany, this study disentangles development traps by focusing the role of narratives and imaginaries peripheral regions. Drawing 43 interviews focus groups, it shows how regions move towards despite putative new opportunities through green transitions. Abstract This paper assesses the National Recovery and Resilience Plans (NRRPs) of EU member states regions to uncover commonalities differences between green digital transitions, focusing on role institutions, among additional socio‐economic drivers, in modeling them. To that end, relevant indicators have been assembled, several econometric models developed tested evaluate institutional performance relation transformations. In pursuit of the EU’s goal to become world’s first climate neutral region, Northern Sweden is positioned as a centrepiece green transition development. Its innovative industries are hailed crucial, not only for but sustainable future Europe.
