Objectives: The transformation of healthcare systems during crises, particularly demonstrated the COVID-19 pandemic, emphasizes urgent need for effective research methodologies to evaluate digital innovations. These are essential in addressing rapid shift service delivery modalities, responding unprecedented challenges that have revealed both opportunities and barriers within ecosystem. Methods: For this review, was carried out on Medline/PubMed, Scopus, Google Scholar databases locate articles published from 2015 2024, using search terms health, technologies, management implications, platforms. inclusion criteria referred studies were directly related topic, available English language, peer-reviewed scientific journals. exclusion parameters as follows: (a) not relevant topic defined purpose (b) systematic reviews meta-analyses, (c) a language other than English. Results: Key findings indicate that, while health technologies potential mitigate disparities, they often exacerbate existing inequities, especially among vulnerable populations lacking consistent access technology. Furthermore, towards platforms has significant gaps workforce training support, which implementation. Conclusions: This review underscores financial with expenditures rising significantly due increased use services, reflecting broader trend noted conditions. Moreover, discussions public governance suggest critical democratic frameworks support such transformations effectively.

In the WHO European Region, 44 of 53 reporting Member States (MS) have a national digital health strategy (NDHS) or policy. Their formulation is heterogenous and evolving should best reflect public common interest. This research aims to explore how value approach improves relevance policies services, increasing their capacity better serve diverse range societal interests. It utilises guiding values within French NDHS as an example before discussing other such Heath Data Space. Three homogenous focus group discussions were conducted in November December 2023. Each separately gathered distinct stakeholders: clients, professionals, private sector. 19 participants included study. collection comprised live polling semi-structured discussion. Results analysed considering pre-defined stakeholder groups discussed during Findings reveal both technical cultural challenges that highlight need for adaptable frameworks across different contexts. Stakeholder insights informed framework classifying into democratic managerial categories, suggesting themes may be relevant strategies regional settings. Public multidimensional concept, plurality its perceptions give basis tailored approaches value-beneficiaries comprehensively. We propose this values-based systematic model supra-, sub-, scales additional policy topics, beyond strategies. The study suggests using lens multiple valuable advancing responsible ethical manner.
