Executive Summary This paper introduces a special edition of the Journal on Migration and Human Security, which examines conceptual interpretive framework called “the right to stay, migrate return.” The concept builds what religious leaders scholars have alternately labelled “right” or “freedom” “stay” “remain,” sometimes “not emigrate.” analyzes these “rights” in an integrative manner offers based human dignity. It argues that return—as well as variations combinations core options—can successfully frame broad range migration contexts, cover every stage process, guide development law policy, lay groundwork for effective governance, strengthen humanitarian programs. begins by setting forth its understanding this concept, seeks transform often wrenching coerced decisions—to return—into voluntary options.
