Gili
Iyang
Island,

its
high

the

stakeholders—including
Sumenep
District
Tourism,
Culture,
Youth,
Sports
Office
(Dinas
Pariwisata,
Kebudayaan,
Pemuda,
dan
Olahraga
Kabupaten

Disparbudpora),
Andang
Taruna
Tourism
Awareness
Group
(Kelompok
Sadar
Wisata
Pokdarwis),
village
governments,
communities—in
developing
Indonesia.
Using
a
qualitative
case
approach,
data
were
collected
in-depth
interviews,
observations,
document
analysis.
Findings
show
that
networks
are
crucial
in
enhancing
community
empowerment,
building
capacity,
improving
infrastructure
to
support
ecotourism.
Nevertheless,
challenges
remain,
including
limited
resources,
conflicts
between
villages,
minimal
private-sector
engagement.

Introduction
Tourism
has
an
important
influence
on
shaping
the
development
trajectory
of
communities,
particularly
in
developing
countries.
Given
its
economic
significance
and
social
implications,
tourism
constitutes
