Abstract
How
data
on
individuals
are
gathered,
analyzed,
and
stored
remains
largely
ungoverned
at
both
domestic
global
levels.
We
address
the
unique
governance
problem
posed
by
digital
to
provide
a
framework
for
understanding
why
