Understanding how policymaking processes can influence the rate and direction of socio-technical change towards sustainability is an important, yet underexplored research agenda in field transitions. We assess evidence from theoretical-modelling, empirical and experimental studies on how interactions between instruments of climate policy affect overall emissions reduction. The circular economy (CE) concept is informing the governance of resource use and waste management on a global scale, leading to widespread policy instrument innovation. However, recent appearance CE 'policy portfolios' raises questions about whether such policies are genuinely path-breaking or merely adjustments existing arrangements. Tracing emergence European Union's Circular Economy Package shows that, while some measures novel, many others 'patched' onto pre-existing instruments that overall portfolio exhibits high degree institutional 'layering'. Given evidence relative ineffectiveness past incremental environmental interventions, there mismatch between approaches pace, scope transformation implied by contemporary articulations concept. Creating conditions for sustainable production consumption may require more radical formulations than proponents acknowledge.

Recent years have witnessed increased political interest to the challenge of organizing policy integration govern societal problems that crosscut boundaries traditional government sectors and levels, including climate change, food insecurity, terrorism, instability financial markets.
