This

Understanding
how
policymaking
processes
can
influence
the
rate
and
direction
of
socio-technical
change
towards
sustainability

circular
economy
(CE)
concept
is
informing
the
governance
of
resource
use
and
waste
management
on
a
global
scale,
leading
to
widespread
policy
instrument
innovation.
However,
recent
appearance
CE
'policy
portfolios'
raises
questions
about
whether
such
policies
are
genuinely
path-breaking
or
merely
adjustments
existing
arrangements.
Tracing
emergence
European
Union's
Circular
Economy
Package
shows
that,
while
some
measures
novel,
many
others
'patched'
onto
pre-existing
instruments
that
overall
portfolio
exhibits
high
degree
institutional
'layering'.
Given
evidence
relative
ineffectiveness
past
incremental
environmental
interventions,

mismatch
between
approaches

scope
transformation

by
contemporary
articulations

Coordinating

integrating
different
policies

organizations

Recent
years
have
witnessed
increased
political
interest
to
the
challenge

organizing
policy
integration
