<p style="text-align: justify;">The paper presents the results of monitoring study inclusive educational environment in vocational institutions secondary education based on developed program, which involved 10 pilot regions Russian Federation. The authors identified components environment: organizational and managerial, subject-spatial, programmatic methodological, informational social. three categories respondents from 94 professional organizations: representatives administration (n=94), teaching staff (n=2332) students (n=19264), including with disabilities (n=1208). method questioning was used, provided by AIS "Monitoring environment"; an index analysis inclusiveness at regional level individual organizations carried out. Monitoring allowed to identify resources deficits relation requirements for organizations, not only special conditions created disabilities, but also providing opportunities quality all students, taking into account a variety needs opportunities. highlighted significant contradiction between high satisfaction groups low values many indicators within environment, may indicate discrepancy assessments objective subjective perception environment. Another is involvement both teachers those types activities provide self-actualization colleges technical schools, due nature according hypothesis our appears. <p><em>The study is aimed at identifying the main individual psychological qualities of a personality that provoking occurrence victim behavior in high school students with intellectual disabilities (ID). Victim considered as an social deviation from norm, which himself, due to commission certain actions or inaction, finds himself role situation, conflict, bullying, fraud other illegal actions. <p>The article presents an analysis of the results a study devoted to issues network interaction educational institutions with other organizations in order provide resource support for development inclusive environment (IEE). The sample consisted 274,670 people (administration; teachers; parents; students) from 1539 (EIs). We used survey methods, best practices regions, comparative answers all groups respondents, index method. resources and deficits EIs were determined individual components IEE: organizational managerial, program-methodical, subject-spatial, informational social; systematization experience regional networks inclusion was carried out. Resource replenishing is at critical level 50% EIs, acceptable 40%, optimal 10%. A low indicator levels education social partners (0.13) (0.36), as well between team specialists within organization revealed. This indicates need coordinate creation network, including, among things, NGOs public that are inclusion.</p>
