Literacy in Indonesia still needs to be improved, and the scope of literacy students narrower, including reading activities not understanding. This research aims create Indonesian digital phonics media for beginning ability first-grade multicultural elementary schools. The was developed with ADDIE model. subjects were experts, grade I school teachers, bilingual learners Data collection methods observation, interview, test, questionnaire. analysis done qualitative quantitative descriptions. shows that consists storybooks, posters, phonic songs packaged websites Google site applications. Media, material, language validity is very high. Digital a practical category practicality level 80%-100%, teacher response score 89.38%, collaboration parents 88.75%. effectiveness large significant contribution students' skills. effect size coefficient test shown 1.53 1.86 on results observation
