KAS-RPA is a Surabaya City government program in the context of realizing as child-friendly city. This consists five indicators, namely, learning villages, healthy assisted safe villages and productive creative villages. research aims to examine various aspects, human resources, communication between organizations, disposition implementers, bureaucratic structures that contribute successful implementation (the KAS-RPA) foster village. The method used descriptive qualitative, with primary secondary data sources through direct interviews participant observation. focus this study describe factors for success implementing village order create Surabaya, city RT 4, RW 2, Sidosermo Village, Surabaya. results indicate was due following factors, including good inter-organizational communication, characteristics agents, responsiveness competent resources.
