With the global return of industrial policy, most literature examines why states increasingly resort to market activism. Much less is known about how policy works “on ground.” In this paper, we address how-question through an in-depth case study poster child EU’s new policy: Important Projects Common European Interest (IPCEI). I study the impact of industrial policy on development by considering a canonical intervention. Following political crisis, South Korea dramatically altered its strategy with sector-specific policy: heavy and chemical industry (HCI) drive, 1973–1979. Based newly assembled data, use abrupt introduction withdrawal policies to impacts during after intervention period. (1) reveal that HCI promoted expansion dynamic comparative advantage directly targeted industries. (2) Using variation in exposure through input–output network, demonstrate indirectly benefited downstream users intermediates. (3) determine direct indirect benefits persisted even end HCI, following 1979 assassination president. These include eventual exporters their counterparts. Together, my findings suggest this temporary drive shifted Korean manufacturing into more advanced markets, creating durable change. clarify lessons drawn from East Asian growth miracle.

We study the role of exchange rates in industrial policy. construct an open-economy macroeconomic framework with production externalities and show that desirability these policies critically depends on dynamic patterns externalities. When they are stronger earlier stages development, economies converging to technological frontier can improve welfare by intervening foreign markets, keeping rate undervalued, speeding transition; not better off using as policy tool.
