Pacific Island countries are experiencing and responding to significant multiple climate change impacts. However, very few studies have examined how these impacts affect what people value this then affects respond This study explores values, identifies values-based ways of addressing loss damage. We draw on in-depth interviews with 27 across three sites in Fiji: Togoru settlement, Sese village, Vunisavisavi village. Both quantitative qualitative data were collected analysed using SPSS NVivo. The most highly ranked values spirituality family, illustrating the foundation Fijian way life, although relative importance can trade-offs between emerging for different community groupings face risk. common climatic stressors included sea-level rise, coastal erosion, tidal inundation, salt-water intrusion. As planned relocation becomes an increasingly utilized climate adaptation strategy, guidance for effective practice consistently emphasizes the importance of "community" engagement throughout planning, decision-making, and implementation. Yet is not a monolith operating in consensus, where achieved simply through interaction internal external actors. To move beyond this binary paradigm community box to be checked, we offer conceptual framework with three key questions consideration those operationalizing strategies policy practice. 1) Who constitutes relocation? 2) facilitates 3) What meaningful engagement? part framework, introduce overlooked role actors bridging facilitation worlds, here called intermediaries, how they can enhance or hinder engagement.
