In these times of increasing digitization and process automation, digital transformation (DT) has become a determining factor for continuous improvement competitiveness in organizations all areas. the context higher education institutions (HEIs), DT plays fundamental role evolution teaching learning, as well administrative operational management universities, where use tools strategies allows greater accessibility flexibility education, facilitating innovation, collaboration, knowledge generation globalized environments. The objective this research was to develop theoretical-methodological framework (TMF) that allowed creation model determine level maturity HEIs, which qualitative methodology used, based on grounded theory, with eight phases: literature review, interviews managers administrators, content analysis interviews, definition dimensions, components, actors, practical model, determination levels. This construction integrated main organizational processes four key components relevant actors university system, thus structuring analyzing evaluating state various improving quality efficiency their current era.
