Stop planning is aimed to provide proper services for passenger demand, but diverse stop patterns lead differences in density and travel speeds, impacting the utilization of line capacity. This paper incorporates capacity into strategic stage trade off matching between supply demand distribution balance among trains. A bi-level programming model established formulate Stackelberg game relation where imbalance inefficiency are measured. An adaptive hybrid solving algorithm combined with Genetic Algorithm Simulated Annealing proposed, several operations according problem characteristics optimization degree improve searching efficiency. case study on local network Beijing–Shanghai High-speed Railway Line demonstrates that proposed approach can not only mitigate imbalance, also efficiency passengers, indicating it benefit simultaneous improvement service level.
