Promoting the coordination of livelihoods at county and farmers’ scales is essential for achieving balanced regional development rural revitalization in post-poverty mountainous areas. Existing studies predominantly focus on or livelihood capital efficiency a single scale, lacking research cross-scale between livelihoods. Consequently, these fail to reveal interactions synergistic enhancement pathways two scales. This study, using Qinba mountains southern Shaanxi as case, employs system dynamics construct coupled model efficiency. From perspective capital, five regulatory modes, comprising total 17 scenarios, were designed simulated. The results indicate following data: (1) coupling degree 0.623, indicating moderate level overall. However, relationship requires further optimization adjustment. Specifically, Foping exhibits severe imbalance, while Shiquan, Zhashui, Baihe, Pingli, Lan’gao state basic coordination. Additionally, 19 other counties, including Lueyang, Ningqiang, Yang, others, exhibit (2) Enhancing social financial through various means typically promotes coordinated On average, regulation models can increase by 0.08 0.17, respectively. strategies such increasing fixed asset investment regulating types, reducing arable land, also effectively improve study provides decision-making basis improving areas, thereby promoting economic intensive resource utilization. It assists formulating more precise policy measures offers reference sustainable similar regions.

Farmers are the key adopters of low-carbon agricultural technologies, and their adoption behavior is crucial for achieving “dual carbon” goals. However, how digital literacy influences farmers’ technology remains underexplored. Based on survey data from 742 farmers in Shandong Province, this study employs an ordered Logit model to examine impact as well mediating effects capital endowment willingness, along with heterogeneity. The results indicate that significantly promotes but its vary across different types. Information acquisition security have a greater data-driven technologies (water-saving irrigation soil testing-based fertilization), while content creation problem-solving play more significant role knowledge-based (integrated pest management). Mechanism analysis reveals willingness function independent mediators, chain mediation effect between them.
