Systemic Competitiveness in the EU Cereal Value Chain: A Network Perspective for Policy Alignment

This
research
explores
the
systemic
nature
of
competitiveness
within
cereal
sector
European
Union
(EU)
and
addresses
structural
interdependencies
among
key
drivers
through
a
network-based
model.
The
goal
this
is
to
offer
policy
alignment
solutions
based
on
empirical
findings
derived
from
sparse
Gaussian
graphical
model
that
was
operationalized
identify
conditional
dependencies,
synergies,
decouplings
across
five
dimensions:
factor
endowments,
self-sufficiency,
trade
strategy,
resource
productivity,
environmental
impact.
results
showed
vulnerabilities,
including
decoupling
endowments
strategic
specialization,
pronounced
East–West
productivity
divide,
asymmetry
between
economic
valorization
harvested
land
its
impact,
reflected
in
management
practices.
Research
underscore
need
for
synergy-driven
strategies
coherently
align
agricultural
outcomes
with
potential
each
EU
country.
A
critical
incongruency
has
been
identified:
current
prioritization
ecological
performance
under
Common
Agricultural
Policy
overlooks
essential
infrastructural
disparities,
thereby
perpetuating
asymmetries
Union.
In
response,
study
introduces
amelioration
framework
designed
reconcile
priorities
infrastructure
development,
fostering
cohesive
resilient
throughout
sector.
