Abstract This study was focused to find out how SMART Governance has changed program governance for better interaction and communication in UAE. The COVID-19 pandemic profoundly affected global patterns, and the period of declared virus has had a negative influence on all aspects life. This research focuses categorizing empirically investigating role digital platforms in learning business processes during outbreak. main purpose this paper is to investigate what extent use electronic (EL) been boosted by COVID-19’s spread, EL’s effectiveness sustainable development commerce due demand for variety devices. For purpose, information collected through an online questionnaire applied 430 participants from Kurdistan Region Iraq (KRI). results indicate that participant usage skills with devices software programs are increasing, as ratio indicated level 68% both genders. Positive personal characteristics such as happiness or wellbeing can motivate students to elevate their school performance in higher education. Orientation is a construct that combines three sources of happiness: pleasure, meaning, and engagement, all which have been identified predictor university student’s engagement. However, most research this area has conducted during ideal situations face-to-face education, no cross-country published examining the relationship between these two concepts COVID-19 era, where online education was predominant. This study aimed investigate relation orientation student engagement after twelve months distance sample 1723 from six American countries, including USA, Mexico, El Salvador, Colombia, Peru, Dominican Republic.
