Low carbon and digitalization are the general trends of manufacturing upgrading transformation. Digital technology enables whole process green breaks down spatial barrier. To achieve dual goals, pressure-state-response (PSR) model, in which digital innovation industry, was theoretically analyzed this study. The measurement system (DGI) industry constructed according to PSR framework. An evaluation model based on analytic hierarchy deviation maximization technique for order preference by similarity an ideal solution method measure level DGI. results study from Chinese as follows. (i) DGI includes a pressure system, state response system. (ii) In past five years, comprehensive index has generally shown trend fluctuating rise. There overall low unbalanced phenomena all regions. gap decreased 0.1320 0.1187, showing gradually narrowing trend. (iii) Compared with other regions, composite is higher regions better ecological environment east more developed economy north. State parameters than most areas. (iv) western southern lower, pressure, status basically coordinated. (v) application degree technology, emission intensity waste water/exhaust gas output value one hundred million yuan expenditure adopted enterprises key influencing factors industry. Abstract Low‐carbon sustainable development is considered an essential strategy for achieving economic growth and environmental protection, requiring a fundamental transformation of the industrial structure, including developing clean technologies, promoting energy efficiency, adopting production consumption patterns. Simultaneously, evolving digital economy acknowledged as driver in optimizing structure. Therefore, can reshape structure lead to low‐carbon development? The main purpose this paper examine mediating role upgrading relationship between development. Its ultimate explore more possible paths achieve This builds regression model based on data cities. We found that directly promote development, conclusion still holds after endogeneity discussion robustness testing. Additionally, thus meaning effective mechanism provides empirical evidence positive externalities establishes basic research framework “digital → development.”
