Amid
the
pressing
challenges
of
global
warming,
carbon
trading
policies
have
gained
increasing
importance
in
advancing
green
development.
This
study
employs
Double
Machine
Learning
(DML)
to
effectively
process
high-dimensional
data
and
nonlinear
relationships,
integrating
methods
such
as
Difference-in-Differences
(DID)
systematically
address
endogeneity
issues.
Using
an
indicator
system
for
High-Quality
Agricultural
Development
(HQAD)
covering
30
provinces,
municipalities,
autonomous
regions,
this
aims
evaluate
impact
pilot
emissions
(CET)
policy
on
HQAD.
The
findings
are
follows:

Abstract
This
study
investigates
the
relationships
among
government
intervention,
industrial
structure,
and
energy
eco-efficiency
(EE).
Energy
was
measured
based
on
a
non-radial
directional
distance
function
for
236
cities
in
China
from
2005
to
2019.
Additionally,
difference-in-difference
model
(DID)
method
spatial
econometric
models
were
used
analyse
impact
of
intervention
structure
their
spill-over
effects.
Government
includes
fiscal
expenditures
policy
orientation
new
demonstration
construction.
Our
results
indicate
that:
China’s
EE
has
fluctuating
upward
trend

17.85%

its
distribution
imbalance

ecological
and
environmental
problems
in
the
process

pilot

(LCCPP)
