The high milk production in East Java offers opportunities for SMEs to innovate and add value through dairy processing. Implementing Good Manufacturing Practices (GMP) is crucial improving quality, competitiveness, risk reduction. This study analyzes levels strategies minimize them using FFMEA AHP methods, focusing on 14 GMP aspects based BPOM RI Regulation No. HK.03.1.23.04.12.2206 (2012) “X” “Y”. Findings reveal that three aspects— buildings facilities, product recall, record-keeping—are not fully implemented.
