To address the game-theoretic challenges in shared electric bike recycling between government and operators, this study develops an evolutionary game model to analyze their decision-making interaction mechanisms. By solving replicator dynamic equations Jacobian matrices, we identify evolutionarily stable strategies. Using Matlab simulation tools, quantify threshold effects of environmental taxes subsidies on equilibrium decisions, revealing critical synergy policy incentives-penalties mechanisms technical standards enhancing rates. This research provides quantitative support for resolving dilemma regulatory oversight.
