Objective: This study examines the influence of strategic resources, planning, and public awareness on water quality health outcomes. It specifically focus SDG6 which is ensure access to sanitation for all. also emphasizes roles human financial as mediating factors in enhancing management systems. Theoretical Framework: The research draws resource-based stakeholder theories, emphasizing importance resource allocation, alignment, community participation addressing challenges. role planning optimizing effectiveness central framework. Method: Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed analyze data collected from stakeholders Metro Manila, Cebu City, Davao Laguna Lake Region. Respondents included government officials, NGOs, private sector representatives, leaders. Results Discussion: Skilled personnel investments enhance wastewater treatment, improving infrastructure. Strategic optimizes use protection, while fosters support. Key barriers include regional variability challenges measuring awareness.
