Improving the level of digital industry innovation is great significance to enhance competitiveness China’s and improve sustainable development advantages economy. Public institutions' chatbots enhance communication when they provide services. Despite their growing popularity and importance, chatbot adoption by government entities is a relatively understudied area of research. A systematic literature review analyzed research, categorized under four domains—i.e. purpose areas, benefits risks, user perspectives, institutional perspectives. In an era marked by rapid technological progress, the pivotal role of Artificial Intelligence (AI) is increasingly evident across various sectors, including local governments. These governmental bodies are progressively leveraging AI technologies to enhance service delivery their communities, ranging from simple task automation more complex engineering endeavours. As governments adopt AI, it imperative understand functions, implications, and consequences these advanced technologies. Despite growing importance this domain, a significant gap persists within scholarly discourse. This study aims bridge void exploring applications context government provision. The evolving socio-technical landscape has prompted an increased focus on responsible innovation (RIT) among companies, driven by mounting public scrutiny, regulatory pressure, concerns about reputation long-term sustainability.
