The state policy on food security should take into account economic (e.g., expansion of agricultural production following domestic demand, exports, and imports) demographic adequacy reserves capacities the agrosector to pace population growth, considering urbanization, migration, a culture rational consumption) challenges. On-grid hybrid wind–solar systems are one of the best sustainable solutions for developing distributed generation, as they can provide a stable and reliable electricity supply, effectively using potential two most common renewable energy resources. In Ukraine, promoting development on-grid power plants takes on particular importance under conditions shortages caused by large-scale destruction infrastructure due to ongoing hostilities. This study focuses on the relationship between Human Development Index (HDI) and public social expenditures, analyzing socio-economic models using examples of selected European countries Ukraine. The used values HDI, GDP, indicators expenditures for purposes, namely, healthcare, education, leisure, culture religion, protection period from 2010 to 2021. analysis targeted 13 data sets Eurostat, Office National Statistics United Kingdom, State Service Ukraine, Ministry Finance input time series were checked lagged STATISTICA software.Empirical evidence suggests a HDI spending. An increase in share GDP leads an vice versa. with social-democratic model development have highest level centralization expenditure (34.72%) (0.930), while belonging Southern lowest socially oriented (30.41%) (0.873). In addition, there is lag investment funds their impact changes. Thus, ensuring high achieved, among other things, through state financial support relevant components sphere protection.
