The regional disparity in higher education development is critical for the sustainable advancement of national system. To address this issue, Chinese government has implemented targeted support policies underdeveloped regions, with “Ministry-Province Co-construction Policy” serving as a notable example. This study investigates impact such on universities China’s central and western regions. First, analyzes policy documents to identify six primary pathways through high-frequency word extraction, social semantic analysis, path integration. These are quantified using representative indicators, which constitute independent variables study. Second, by employing framework modern university functions, develops indicator system institutions. performance scores 14 universities, derived entropy method, serve dependent variables. subsequently measures effects individual combined two equations. results indicate that some more effective than others. Purpose This research aims to propose a high-performance-based model of remote teaching where trained teachers (those who deliver lectures by using different tools i.e. Microsoft Team, Zoom, etc.) can get the desired results through artificial intelligence (AI) awareness, knowledge sharing and transformational leadership in future. Design/methodology/approach is quantitative nature convenience sampling followed gather data from 307 faculty learning management systems, various universities federal capital territory (FCT) Islamabad district Rawalpindi Punjab province, Pakistan worked online home during novel corona lockdown. SmartPLS used for analysis structural equation modeling performed test suggested model. Findings Results revealed that AI awareness has significant positive influence on but exhibited negative impact teacher performance. This research aims to identify and analyze the influence of strategic planning, organizational culture, performance, with transformational leadership as a mediating variable. The was conducted in Madiun City, East Java, Indonesia, within municipal government led by Mayor Drs. H. Digital transformation is a critical continuum that significantly reshapes the management processes, operational functions, and educational methods of higher education institutions (HEIs).
